Its my pleasure to present to you the Second Quarter Budget Implementation Report for the FY2020/2021. This report provides information on the various county departments and entities for thesecond quarter of the financial year 2020/2021. It highlights the performance of the county ownrevenue collection, National Government transfers to County Revenue Fund (CRF), Exchequerreleases/ requisitions from CRF, departmental expenditure other county entities absorption rates.This report is prepared in accordance with the requirements of Section 166 Sub-Section 4(a, b) ofthe Public Finance Management Act, 2012. It states that the county treasury shall consolidate all thequarterly reports from County Government entities and submit them to the County Assembly and delivercopies to office of the controller of budget, National Treasury and the Commission on Revenue Allocation(CRA).The financial year started at a time when the country was experiencing several challenges andespecially the effects of COVID-19 pandemic that has altered the way of doing things more so dueto its containment measure and Ministry of Health Protocols. Most development activities have beensluggish and therefore the absorption of funds has been adversely affected. Further, delay inapproval of the third generation formula for revenue sharing among counties has really compoundedthe problems and hampered rolling out of projects and programs in the first half of this financialyear.The County Government, through the departmental annual work plans will continue to closely monitorimplementation of projects/programs through the quarterly reports to ensure timely correctivemeasures to guarantee value for money and to avoid unnecessary fiscal pressures resulting fromaccumulation of pending bills and commitments.The County Treasury recognizes and appreciates the efforts made by all county departments, entitiesand other stakeholders in the implementation of the planned activities despite the numerouschallenges and the insatiable demands. We promise to amplify our efforts and ensure optimalabsorption of the development budget while observing prudency in management of public resources
