The 2017/2018 Embu County Annual Development Plan (ADP) wasprepared in line with the requirements of Section 126 of the PublicFinance Management Act, 2012 and in accordance with Article 220(2) ofthe Constitution. The Annual Plan contains the strategic prioritydevelopment programmes that shall be implemented during the financialyear 2017/2018.This Annual Plan is therefore framed against a broad fiscal policy andreform measures underpinning the budget for the 2016/17 FinancialYear, which outlines expenditure per priority programmes as well asallocation of resources to all Sectors of the County economy.The preparation of the Annual Plan made reference to Embu CountyIntegrated Development Plan (20132018). The Plan is expected toprovide the feedback necessary for carrying out the monitoring andevaluation of projects and programmes so as to enable informedevidence-based decision making organs at the County as well asNational level. It is also expected that successful implementation of theprojects/programmes, contained in this Annual Plan will contribute tobetter delivery of County goods and services, employment creation, fastereconomic growth as well as poverty reduction in the County.A thorough audit of all ongoing projects is required to identify andquantify specific items budgetary allocations required to complete andoperationalize them.
