The Constitution of Kenya 2010 provides for two distinct andinterdependent levels of government the national and the countygovernments. The Annual Development Plan (ADP) forms the basis for allbudgeting and spending of public funds. In accordance with theprovision of the constitution section 126 of public finance managementAct 2012, every county government shall prepare development plan inaccordance with article 220(2) of the constitution. This will in turninform the county budget estimates and establish financial andeconomic priorities for the county over the short term.The ADP is unique because it provides comprehensive guidelines inproject identification, implementation and evaluation, it also facilitatesproper coordination within the sectors in county government and otherstakeholders in order to improve the well-being of the county citizens. Inaddition, the annual development planning framework formulated willenhance linkage between policy, planning and budgeting.The projects and programmes in the ADP were identified through variousconsultative forums at the county level as provided for in the CountyGovernments Act 2012. This was done through public participationforums which included electronic media sessions through local radioprogrammes, MTP III consultations as well as those on the countyMedium Term Expenditure Framework. At the beginning of everyfinancial year, annual development plan will be drawn to outline projectsto be undertaken during that year.It is my expectation that increased participation by a wide cross sectionof the people during identification, planning, implementation andmonitoring and evaluation of projects and programmes will empower thepeople of Embu to their realize social, political and economicdevelopment.
