...Progress in sanitation has been slow and most countries in Sub-Saharan Africa have not met the Millennium Development Goal (MDG) of halving the number of people without access to sanitation. A substantial step change in the rate of sanitation access is required if the Sustainable Development Goals (SDGs) of eliminating open defecation and securing universal access to sanitation by 2030 are to be met. Since 2008, various diagnostics have identified sanitation capacity as a significant contributing factor to a lack of progress in the sanitation sector1. Governments have struggled to fulfill commitments to build and strengthen sanitation capacity made through processes such as AfricaSan and the Sanitation and Water for All High-Level Dialogue.
