Kisii County Fiscal Strategy Paper, 2019 sets out the county policy goals and strategic prioritiesthat will be the basis for formulation of the Countys Financial Year 2019/2020 budget and themedium term projections. This is an annual planning document that shows the various fiscalstrategies that the County Government of Kisii intends to employ to meet its overall objective ofimproving the livelihoods of its citizens. Preparation of this Paper is a requirement under Section117 of the Public Finance Management Act, 2012.The Fiscal Strategy Paper outlines the Medium-Term Fiscal Framework, which offersmechanisms for entrenching sustainable growth and development for efficient service delivery inKisii County. This calls for openness, transparency, accountability, responsiveness, and abidingby the rule of law to facilitate fiscal discipline and maintain macroeconomic stability.In compliance with the mandate bestowed on the County Governments by the Constitution of Kenya,2010, Kisii County Government is dedicated to prudently utilizing the available resources and enhancingfiscal discipline so as improve the living standards of its residents. The County Government will focus onexpanding and maintaining the road network, improve health care, increase water reticulation, enhancingfood security and urban development.This Paper articulates economic policies and structural reforms as well as sector based expenditureProgrammes that the County intends to implement in order to achieve the broad goal of its developmentagenda of employment creation and poverty reduction. In particular, it emphasizes continued shift ofresources in favor of programmes that enhance growth and job creation, and to support stronger privatesector investment in pursuit of new opportunities in a changing economic environment.
