Transparencyand citizen participation are inseparable from good governance. It requiresthese powerful and accountable institutions: an open government, an activecitizenship, a strong civil society, and sound audit institutions in order toparticipate in public debates and to compel the government to accountability.

ACitizens Budget is a shortened and simplied version of the budget approved bythe County Assembly. It is meant to guide the general public and explains someof the contents in a simple and easily understood language. By doing so, allcitizens will be able to understand the contents of the budget.
