Universal access to quality health care for all is a key priority of the Government ofKenya. This has not only been articulated in the Countrys economic blueprint KenyaVision 2030, but is also enshrined in the Constitution of Kenya (CoK) 2010, as one ofthe basic rights under the bill of rights. Availability of sufficient and well skilled healthworkers, however, remains a major challenge to the realization of the nations objectivesin delivery of quality healthcare.Under the CoK 2010, health service delivery has been devolved to the countygovernments, leaving policy, guidelines and training function as a mandate of thenational government. In this regard and in support of the national government toprovide leadership and steer health workforce development, IntraHealth Internationalhas been a key training partner for the Ministry of Health for many years.Since 2012, with funding from the United States Agency for International Development(USAID) under the FUNZOKenya project, IntraHealth has supported training of over12,000 health workers at in-service level. IntraHealth advocates the need for in-servicetraining to be based on and guided by clear training needs and, above all, should leadto improvement in-service delivery. This report has evaluated to what extent the trainingsupport to the health sector have contributed to improvement in service delivery inthe country and identified barriers that hinder application of knowledge and skills posttraining.The evaluation results from this assessment will be used to guide future trainingand advice donor support to the Ministry of Health. The report has made keyrecommendations on how in-service training should be tailored, to be more effectiveand explored opportunities for innovative learning methodologies that includee-learning among others which do not draw health workers away from their stations forlong as well as remain updated while offering critical health services.This document will go a longway in improving training of health workforce and in turnimprove service delivery in the health sector.
