TheConstitution of Kenya, in its Fourth Schedule distributes the functions betweenthe County Government and the National Government. These functions gearedtowards realization of the Kenya Vision 2030 as the countrys economic blueprint is being implemented through five year Medium Term Plans (MTP) and County IntegratedDevelopment Plan (CIDP) which are subsequently implemented through Annual developmentPlan (ADP) and budget.

Theconstitution of Kenya 2010, County Governments Act, 2012 and the Public FinanceManagement Act, 2012 among other legislations stipulate the basis for thepreparation of the annual development plans for all the 47 county governments.This is geared towards enhancing prudent allocation of resources as premised onpolicy expenditure framework aimed at achieving the transformative developmentagenda.

The County department of Devolution and EconomicPlanning is responsible for county development planning; monitoringand evaluation of economic trends in the county; coordination of implementationof CIDP; capacity building and technical assistance to other county departmentson issues of policy formulation; and monitoring and evaluation of countyprojects and programmes.

Due to the scarcity of resources, it is indispensablethat the county departments prioritize development initiatives that have significantdevelopment results for the plan period. Further, the essence of preparingAnnual Development Plan is to ensure that the requisite hierarchical levels ofresults are documented for easy tracking of the realization of set developmenttargets and objectives
