Thisstrategicplan coverstheperiod 2013-2017 and isaimed atguiding theDepartmentofLands,EnvironmentandNaturalResourcesindeliveringitsmandate.Itisaproductofextensivecollaborationandcomprehensivefeedbackfrom ourinternalandexternalstakeholders.ThestrategicplanisanchoredonKenyaVision2030andtheNandiCountyCIDP,whilealsotakingintoaccounttheprovisionsandexpectationsoftheConstitutionofKenyaandNandiresidents.InthisStrategicPlanwehavedevelopedourDepartmentsvision,mission,objectives,strategies,outcomesandexpectedperformancebenchmarks.WehavealsoprovidedaframeworkforrealisingthedeliveryoftangibledevelopmentresultstoallresidentsofNandiCounty.Theplanwillalsoactasaguideforassessingperformanceandachievementsofresultsinthedepartmentforthenextfiveyears,acrossallitsresponsibilities.TheimplementationofthisstrategicplanistheresponsibilityofnotjusttheCECM,ChiefOfficerorDirectorsbutallstaffinthedepartment.Workingasateamtodeliverservices,eachdirectoratewillberequiredtotranslatethestrategicactionplanintoannual work plans to provide the foundation for departmental performanceevaluationandbudgeting.Atthesametime,weexpecttoseeclosercollaboration,consultation and communication between all County Departments .During theplanningperiod,thedepartmentwillstrivetoachievethefollowingobjectives:

1.To provide physical planning services in order to facilitate order ly andsustainable grow than develop ment in the County(Prepare County SpatialPlan and ensure development control)2.Toprovidequalityandaffordablewaterandsanitationservicesforalltheresidents of Nandi County.3.Toenhanceenvironmentalprotection,conservationandmanagementinthecounty4.Toensuretransparentlandresolutionconflictmechanism,settlementandmanagement in the countyii5.Topromoteuseofgreenenergy

6.Toenhancestakeholdersparticipationincountyplanningprocessandnaturalresource management7.Toestablishefficientandeffectiveinstitutionalframeworkforimplementation,monitoring and evaluation.8.Tobuildthecapacityofthestafftoperform the functions of the departmenteffectively9.ToensurecomprehensiveandeffectivesurveyandmappingwithinthecountyThisstrategicplanprovidestheroadmaptomeettheseobjectives.Weimploreourstaff ,stake holder and Nandi residents to join us in that effort.IwishtoacknowledgetheroleplayedbyourChiefOfficer,Mr.DavidMarieKosgeyfor providing leadership during preparation of this strategic plan.
