This County Fiscal Strategy Paper (CFSP 2020) is the 7th edition since the advent of devolution to beprepared by the Turkana County Government. It is intended to foster the implementation of the 2ndgeneration CIDP (2018-2022) and the MTP III (2018-2022). Through this document the CountyGovernment has set out priorities which will lead to the realization of the governors manifesto withemphasis on food security, infrastructure and accessibility to quality water, health care, education andpartnerships building over the medium-term period. The Turkana County FY 2020/21 priorities are basedon the second generation CIDP (2018-2022), Annual Development Plan (ADP) 2020-2021, the KenyaVision 2030 and the MTP III. The finalization of this CFSP 2020 was informed by the provisions andguidelines as per the PFM Act 2012 and the PFM (County Government Regulations 2015).The County Treasury is obliged to align the County Fiscal Strategy Paper with the national objectives asset out in the Budget Policy Statement and to specify its broad strategic priorities and policy goals thatwill guide the Turkana County Government in preparing its budget for the Financial Year (FY) 2020/21and over the Medium Term Plan (MTP) III as per section 117 of the Public Finance Management (PFM)Act 2012.Therefore, this paper describes the economic environment and Outlook, County development Prioritiesfor Medium term, Budget framework, Fiscal framework and the overall road map for the FY 2020/2021budget preparation.The County is operating on a generally stable macroeconomic environment appropriate for the attainmentof the stated policy priorities and better service delivery. However, there are emerging challenges like thepending bills, the growing wage bill burden, insecurity and unpredictable climatic conditions which maylead to spontaneous unforeseen emergencies that will require instant interventions which will constrainlimited resources. It is the responsibility of the County government to ensure that fiscal disciplineprinciples are adhered to ensure prudential management of limited resources.
