It is an honor to give my second State of County Address before this honorable House in mysecond term as Governor. This annual address is one of my key functions and responsibilitiesas Governor as stated in Article 183 of the Constitution of Kenya 2010 and Section 30 of theCounty Government Act No. 17 of 2012.Mr. SpeakerAs I begin, let me express my appreciation of the good relations that the County Assemblyunder your able leadership has fostered with the Executive arm of government since the lastgeneral elections.I take note that last year, at the height of deep political distrust and division following thegeneral election, the current County Assembly conducted its election for a new Speaker.Nobody in this house then knew your candidature and your eventual election would turnthe tides of how this honorable House is managed and how it relates to the other organs ofgovernment, non-governmental agencies and the Turkana public.I want to commend you Hon Speaker for the bipartisan manner and leadership with whichyou have managed to steer this house to deliver for the people of Turkana. I am proud to havefronted you to be the 2nd Speaker, for I had hope and knew that the Turkana County Assemblyrequired someone of your caliber during its second term.The cordial relationship that exists between the legislative and executive of arms of governmentcannot be taken for granted as we have witnessed wrangles in other counties that havecompletely paralyzed their operations.I wish to assure this house of the executives support for the Assemblys oversight role and ourcommitment to foster a mutual relationship as we strive to achieve each of our broad mandatesto the Turkana electorate.I believe that the success of devolution in our County, strongly hinges on a good relationshipbetween the legislative and executive arms of government.
