This is the second County Fiscal Strategy Paper prepared by the County Government of WestPokot as part of its efforts to ensure effective linkage between policy, planning andbudgeting. It provides an updated resource envelope of Ksh. 4.61 Billion for the 2015/2016County budget, presents a fiscal framework and ministerial ceilings for the fiscal year and themedium term.The Fiscal Strategy Paper presents the County Governments effort to specify the broadstrategic priorities and policy goals that will guide the county in preparation of its budget for2015/16 financial year and over the medium term. It provides the county resource envelopand presents a fiscal framework for the next budget and the medium term. It also setsindicative ministerial ceilings in line with outlined sector key strategic objectives as set out inthe County Integrated development plan. It has been informed by the priorities identified inthe first county integrated development plan which was developed through a participatoryprocess.Kenyas Real GDP is expected to grow by 5.3 percent in 2014 up from 4.5 percent in 2012and an estimated 6.9 percent in 2015, while over the medium-term, growth isexpected to pick-up gradually and cross the 7 percent mark by 2017, as globalconditions improve and macroeconomic stability is sustained. The recovery of theadvanced economies from recession is expected to have a positive impact on the county. Thisis due to the fact that as an agricultural based economy, the county is expected to benefit fromthese advanced economies as more agricultural products will find its way into theseeconomies.The county government of West Pokot is committed to ensuring the success of devolution. Inthis regard, the need for continued fiscal discipline and prudent utilization of public resourcesis emphasized. This therefore calls for greater transparency and accountability in publicfinance management at the county level.The ministerial priorities for the 2015/2016 fiscal year include investments in agriculture andirrigation to boost county food security, health, road infrastructure, education, water,strengthening business environment and support to Small and Micro enterprises to boost jobcreation more specifically for the youth. Other sectors have also been given prominence dueto their contribution towards citizen socioeconomic transformation. Allocation of resources iiihas been premised on the county strategic priorities and on the principle of funds followfunctions.The unveiling of this fiscal strategy paper with a budget estimate of Ksh 4.61 Billion for the2015/2016 fiscal year is a clear demonstration of our commitment to the realization of ourcounty vision of being the leading county in effective and efficient resource management,sustainable development and service delivery. I call upon all our stakeholders to continuesupporting us on the basis of mutual respect, cooperation and consultation.
