The County Annual Development Plan (CADP) for the 2020/2021 is the third to be prepared under thecurrent County Integrated Development Plan (2018-2022). The plan has been prepared in accordancewith Article 220(2) of the Constitution of Kenya and section 126 of the Public Finance Management Act,2012.The ADP contains priority development programs and projects that have been identified forimplementation during the FY 2020/21. The projects and programs aims at providing solutions to thedevelopment challenges facing the County in order to achieve its medium term vision of A wealthyCounty with happy, healthy and secure people.This plan has been developed in a consultative, all inclusive and participatory manner in line with thelegal requirements. In addition, development of the plan was aligned to the proposals in the NyeriCounty Integrated Development Plan (2018-22), Medium Term Plan III of the Vision 2030, respectiveSectoral Strategic Plans as well as Sustainable Development Goals. In this regard, the ADP has identifiedcounty development objectives in all sectors and proposed programs which are designed to meet therespective sectors objectives.Further, the plan proposes projects and programs that will address the Big Four agenda namelyconstruction of affordable houses through promotion of the use of cheap and appropriate buildingtechnologies and redevelopment of the existing housing estates. It has also proposed value addition onagricultural produce so as to increase incomes and create employment for the youth. In the healthsector, the proposed programs and projects will ensure success of the universal health coverage whichwas rolled out during the financial year 2018/2019. Through the proposed irrigation projects, waterconservation measures, extension services and provision of affordable farm inputs, food security andsustainable food production will be enhanced. Development of irrigation systems will reduce overrelianceon rainfed agriculture and thus increase food production.This document is intended to inform and guide the Medium Term Expenditure Framework budgetingprocess for the financial year 2020/2021. This will include the preparation of the County Fiscal StrategyPaper for the financial year 2019/2020 and ultimately the budget estimates for the same period. Thecounty government resources are inadequate to finance all the projects and programs proposed inthe ADP. This therefore necessitates the need to identify and approach other institutions and agenciese.g. the donors, to provide financial support in some of the activities. The government will endeavor todevelop a resource mobilization strategy to guide the process of identifying potential donors.The Annual Development Plan will therefore, provide all stakeholders with important informationnecessary for carrying out participatory monitoring and evaluation of projects and programs, as away of informing the citizenry about our performance. The feedback obtained by carrying out monitoringand evaluation of projects will be used to make evidence based decisions at both the County andNational government level as well as enhancing value for money in the countys strategic investments.
