The Nyeri County Budget Review Outlook Paper (CBROP) is prepared in line with section 118of the Public Finance Management Act, 2012. The CBROP, 2017, captures updated economicand financial forecasts with sufficient information that will inform the budget proposals for thenext financial year. It also reviews previous years budget and provides an outlook for theforthcoming budget year.In reviewing the fiscal performance, this paper analyzes the performance of the county ownrevenue in the FY 2016/17. It has included the total revenue collected realized in comparison tothe projected revenue amount for the same year. In addition, the causes of the underperformancein revenue mobilization are also highlighted. Included in the analysis is also performance ofcounty departments expenditure for the period under review.This paper has also provided an overview of how the actual performance of the FY 2016/17affected the financial objectives as detailed in the County Fiscal Strategy Paper (CFSP), 2016.The anticipated performance of the FY 2017/18 budget will form the basis for projecting the FY2018/19 budget based on the recent economic developments. It is anticipated that, the projectedrevenue and expenditure for 2017/18 will be achieved through strict expenditure controls andenhanced revenue collection mobilization measures. This will be achieved through fiscaldiscipline to ensure proper management of public resources and delivery of expected outputs.Revenue streams will be interrogated to understand the reasons for under performance in2016/2017 so that appropriate corrective measures are taken during the currents financial year.To ensure transparency and accountability the executive will communicate the performanceindicators to all stakeholders as required by the Kenya Constitution 2010 and Public FinanceManagement Act, 2012. This will enable the stakeholders to keep abreast of the all thedevelopment programs being carried out in the county through a quarterly projectsimplementation status reports.
