Description | The FY 2018/2019 Budget Estimates are anchored in the County Fiscal Strategy Paper (CFSP, 2018)which has been submitted to the County Assembly in February, 2018. The CFSP, 2018 had the theme(consolidating devolution gains for better lives.). It sought to invest in five thematic areas namely: -Investing in affordable and accessible health care; Investing in quality education; Urban Planning andDevelopment; Investment in innovative, modern and commercially oriented agriculture and goodgovernance.The total Revenue is estimated at Kshs.6.557 Billion comprising of Kshs.5.557 billion equitable shareof Revenue raised Nationally and Kshs.939.4 Million worth of conditional allocations from theNational Government and Development partners. Meanwhile, our Own Source Revenue (OSR) isprojected at Kshs.60 Million.The total expenditure is estimated at Kshs.6.557 billion with Kshs.4.466 billion as estimated recurrentand Kshs.2.090 billion was voted for development. These estimates have complied to the 2018CFSP,2018/19 ADP and subsequently the 2018-2022 County Integrated Development Plan to ensurethat there is consistency between County plans, policies and budgets.The expenditure estimates have complied with fiscal responsibility principles where at least 31% of thetotal expenditure was voted for development while the county wage bill stands at 31% of the totalexpenditure. The county Treasury reviewed and rationalized budget proposals to ensure that the totalexpenditure equals the total revenue to forestall either a budget deficit or surplus. The projected OwnSource Revenue was maintained at the current years target pending aggressive revenue reforms.These 2018/19 budget estimates have ring-fenced resources for policies, projects and programs thatwill ensure that this administration transformation agenda is anchored in a sound fiscal policy whichwill subsequently ensure a peaceful, cohesive and prosperous County offering high quality of life to itsresidents. |
