The Council of Governors in collaboration with Executive Office of the President, other stateagencies, and counties, has developed the County Performance Management Framework(CPMF) to provide an overarching framework linking national development plans and policiesand county plans, budget frameworks and service delivery to citizens. The CPMF seeks toeliminate the Silo approach in the management of public affairs and create harmony inplanning and utilization of public resources for the betterment of the lives of citizens. CPMF alsoseeks to ensure the logical hierarchy and linkage of policy outcomes and targets are aligned toresources and that the resources allocated achieve the intended results. The CPMF consists ofthe following components: Vision 2030, Sector and Spatial Plans, County IntegratedDevelopment Plans, Departmental Strategic Plans, Annual Development Plans, PerformanceContracting, individual Performance Appraisal System, M&E, reporting and learningframework.
