Description | The Constitution of Kenya, 2010 established the County Government of Homa Bay asconsisting of the County Assembly and the County Executive. Both the executive and theCounty Assembly were vested with certain powers to exercise and functions to performunder the same Constitution. For the executive, one of those powers included the power todecentralize functions and provide services to the extent that it is efficient and practicableto do so.II. In exercising the said powers and performing the functions so assigned, the Homa BayCounty Government has attempted to comply with the provisions of the Public FinanceManagement Act, 2012 which prescribes the manner in which and the principles withinwhich public finances are managed. In particular, it has endeavored to meet the requirementunder section 129(2) in which the CEC Member responsible for finance is required tosubmit to the County Assembly budget estimates, together with supporting documents andany other bills required to implement the budget, except the Finance Bill. And this must bedone by the 30th of April and, the CEC member must ensure that estimates submitted arein accordance with the resolutions adopted by the County Assembly on the Fiscal StrategyPaper.III. Further to the provisions of section 130 of the Public Finance Management Act, 2012; theCEC member for finance is hereby able to submit the following in respect of the budgetfor the financial year 2020/21 |
