This County Budget Review and Outlook Paper (CBROP), has been prepared in accordance withthe Public Financial Management Act, 2012 section 118 which requires the County Treasury toprepare a County Budget Review and Outlook Paper in respect of the county for each financialyear; and submit the paper to the County Executive Committee. This is the fourth CBROP to beprepared under the County government of Kakamega Administration. It presents the recenteconomic developments and actual fiscal performance of the FY2016/2017 and makescomparisons to the budget appropriations for the same financial year. It further provides updatedeconomic and financial forecasts with sufficient information to show changes from the projectionsapproved in June 2017In this Paper, we will also provide an overview of how the actual performance of the FY2016/2017affected our compliance with the fiscal responsibility principles and the financial targets ascontained in the same year annual budget.The County Government of Kakamega is committed to the implementation of annual budgets andwill ensure transparency and accountability by relaying the performance indicators to the publicthrough this document and other publications, as required by the Constitution and the PFM Law.
