Description | This is the First County fiscal strategy paper (CFSP 2018) prepared during the secondterm of the County government. The document has been prepared by the department ofFinance and Economic Planning and takes into account the changed priorities whichhave different financial objectives from the first term of the government. The CountyIntegrated Development Plan 2018-2022 has been prepared to capture areas of priorityfor the next five years. It sets out the County priority programs to be implemented in theMedium Term expenditure Framework (MTEF) in the FY 2018/2019-2020/21 and isprepared in line with the requirements of Section 117 of the PFM Act, 2012.Kakamega County has recorded tremendous economic development as a result ofimproved infrastructure, revitalized agricultural sector and the significant investments ineducation and health sectors since the inception of county governments. In addition,development of market infrastructure is expected to boost the volume of trade which hasa multiplier effect in job creation, increasing incomes and opening up of opportunities forentrepreneurial growth in the County.Despite the progress made, there are challenges that continue to hold the County backfrom achieving its full potential. They include inadequate financial resources, highunemployment rates, inadequate human resource capacity and political related issues.Strategies to address these challenges have been highlighted in this Fiscal strategy paper. |
