The County Budget Review Outlook Paper (CBROP) is prepared in line with section 118 of thePublic Finance Management Act, 2012. It captures updated economic forecasts with sufficientinformation that will inform the budget proposals for following financial year. It further reviewsthe previous years budget and provides an outlook for the following years budget.In reviewing the Countys fiscal performance for the Financial Year 2018/2019, this paperanalyses the performance of the County own revenue in the period. It is included the total revenuerealized in relation to the projected revenue for the same year. Causes for underperformance inrevenue collection are also highlighted. The analysis also includes performance of Countydepartments expenditures for the period under review.This paper provides an overview of how the actual performance of the FY 2018/19 affected thefinancial objectives as outlined in the CFSP of 2018. Through the analysis of the of FY 2018/19budget performance, it laid the basis for adjusting the FY 2019/20 budget. It is therefore, myexpectation that the policy paper will be useful in enhancing financial discipline and fiscalresponsibilities outlined in section 107 of the PFM Act 2012 that will contribute towards therealization of aspiration of the of the county residents.
