Article 10 of the Constitution of Kenya 2010 has included democracy and participation of the people as some of the National values.Participation of the peopleis emphasized in Article 201 of the Constitution whereby County and National Governments are required to involve the public in financial matters throughpublic participation. Thus The County Government of Kwale has been engaging the citizens in policy and programmes formulation, implementation andevaluation since the onset of devolution. Public participation meetings for the budget estimates for financial year 2021/2022 were held between 19th and 23rdApril 2021 at the ward level across the county. These meetings were held in strict adherence to the Covid-19 protocols and public health guidelines. Views ofvarious stakeholders have been consolidated into one report which has been attached in this budget. Among the participants include local civil societyorganizations, development partners, interested groups and the general public. The general public was represented by ten representatives selected from eachvillage unit in the county.The discussion mainly focussed on the proposed development projects which had earlier been presented in the County Annual Development Plan.Thedevelopment projects were approved by the County Assembly in the County Annual Development Plan FY 2021/2022.These projects were further subjected topublic participation to get views of the citizens and other key stakeholders.This FY 2021/2022 Budget estimates public participation report gives a record ofthe views of the citizens on the prioritized projects for each department. These prioritized projects will guide the preparation of the FY 2021/2022 budget andthe medium term. We envisage a total county revenue envelope of Ksh. 8, 647, 000, 000, out of which Ksh 8,372,000,000 will come from the equitable shareof revenue while Ksh 275Million will be sourced from the county own sources.We recognize the scarcity of our resources amidst the numerous needs and theupsurge of Covid-19 pandemic which has wreacked havoc on the economy .The County Government will ensure there is optimum allocation of resources forinclusive and equitable development in the county.
