The Constitution of Kenya 2010 puts emphasis on integrated planning as the basis for budgetingand expenditure in the county governments. This County Annual Development Plan (CADP) isprepared to inform public expenditure for the 2021/2022 annual budget. Further it is stated insection 104(1) of the County Government Act 2012 that no public funds shall be appropriatedoutside a planning framework. The County Government of Kwale has prepared this AnnualDevelopment Plan (ADP) for the financial year (FY) 2021/2022 in pursuant of these laws. Morespecifically this CADP FY 2021/2022 is prepared in consistent with the requirements andprovisions of section 126 of the Public Finance Management Act (PFMA) 2012.The County Government in the financial year 2021/2022 anticipates revenues amounting to Ksh8,875,285,028. Out of this, Ksh 2,893,526,911 will be allocated to development programmes.This translates to about 32.6 percent of the total revenues. Recurrent expenditures will receivethe balance of Ksh 5,981,758,107 which is 67.4 percent of the total funding.This County Annual Development Plan 2021-2022 was developed through a participatory andinclusive process involving the local communities, civil society organisations, developmentpartners and other stakeholders. Physical face to face public participation could not be held dueto restrictions under the Covid-19 environment. However, both arms of the County Governmentsent out notices to members of the public and received views, memoranda and submissions.These formed an important basis for debating and the subsequent approval of the County AnnualDevelopment Plan (CADP) FY2021/2022.
