...his is the 7thMachakos County Annual Development Plan (CADP) under the devolved governance structure covering the period 2020 2021. The preparation process of this CADP has adhered to regulations in Section 126 of the Public Finance Management Act (PFMA), 2012 and Article 220(2) of the Constitution of Kenya, 2012.The CADP is prepared annually as part of implementation of the five year County Integrated Development Plan (CIDP), which is the guiding development blue print for the county for the period 2018 to 2022. As such, the document is aligned to international, regional, national and county development agenda that is, the SDGs, AUs Agenda 2063, Vision 2030 and its Medium Term Plan III, the Governors Manifesto among others.This plan contains sectors achievements for the financial year 2018/2019, proposed programmes for financial year 2020/2021 with clear cost estimates, set annual targets, implementing agencies and monitoring and evaluation framework for all the programmes. It was prepared through a participatory approach and complied with the county core values and principles. It involved data collection from the county government departments and other stakeholders. The sectors incorporated views from the respective key stakeholders into their reports and ensured the development priorities and strategies were in line with the County Integrated Development plan (2018 2022). The views and suggestions collected from the public were compiled by the county planning unit (CPU), after which the document was forwarded to the County Executive for approval and the County Assembly for adoption
