The aim of devolution as enshrined in the Constitution ofKenya, 2010, is to bring governance closer to the people throughdecentralization of power, resources and services. The first termof devolution, 2013-2017, was key in setting up institutions andstructures that would enable smooth operations for countygovernments while executing their constitutional mandate. Inretrospect, the first five years provided valuable lessons thatbetter entrench the system of devolution.Implementation of the first generation County Integrated Development Plan (CIDP) brought aboutprogress on both the social and economic fronts. The County successfully implemented numeroustransformational programmes and projects with positive socio-economic outcomes to the peopleof Machakos County. Key among these projects include the water projects which aimed atreducing the average distance to water points that were implemented through drilling of boreholes;the food security programme that involved distribution of free seeds to farmers and free ploughingto increase land under cultivation. Other projects included the healthcare management that saw theface-lifting and equipping of the Level 5 Hospital and other health centres and the purchase of 70ambulances for emergency services. Also implemented were the infrastructural works thatinvolved tarmacking and maintenance of roads, purchase of road equipment, construction of thePeoples Park and rehabilitation of the Kenyatta Stadium to international standards, and theprovision of bursaries to needy and bright students, among many other projects.This second generation CIDP seeks to build on the gains made and meditate upon lessons learntin implementation of the first. It has been prepared through a participatory approach that soughtviews of development priorities from key stakeholders and the public. This plan therefore carriesthe aspirations of the people of Machakos County and will guide county planning and budgetingprocesses for the next five years (2018 2022).The transformative programmes contained herein set the stage for takeoff towards a 24-houreconomy in line with my manifesto (2017 2022) themed propelling Machakos from the thirdworld to the first world through Maendeleo chap chap accelerated development ideologywhich advocates for speedy quality development and efficient service delivery. The developmentpriorities for the next five years are categorized into eight sectors that cut across ministries undermy administration. These priorities are also aligned to national plans that include the Kenya Vision2030, its Medium Term Plan III and the National Spatial Plan framework as well as internationalcommitments that include the UN Sustainable Development Goals (SDGs), the World BankGroups twin 2030 goals and the African Union (AU) Agenda 2063. This will ensure harmony indevelopment that promotes efficient and effective use of scarce resources.
