Description | The Kenya Constitution, 2010, provides for two distinct and interdependent levels ofgovernment the national and the county governments. The County Government Act, 2012states that each county shall prepare a County Integrated Development Plan (CIDP) whichshall be the basis for all budgeting and spending of public funds. It also states that a countygovernment shall plan for the county and no public funds shall be appropriated outside aplanning framework developed by the county executive committee and approved by thecounty assembly.The annual development plan for Makueni County provides comprehensive guidelines inbudgeting, project funding, monitoring and evaluation of all the projects for the financial year2014-15. It will also facilitate proper coordination with the national government and otherstakeholders in order to improve the well-being of the county citizens. The Kenya Vision 2030and its Medium Term Plans provided the foundation for the preparation of the first CIDP forMakueni County. The integrated development planning framework is formulated to enhancelinkage between policy, planning and budgeting. The CIDP is implemented through successivefive year annual development plans.During the plan period focus will be geared towards completion of FY 2013/14 projects whichwere not complete and direction towards the water harvesting agenda for the countygovernment. |
