The 2018/2019 Marsabit County Annual Development Plan (ADP) was formulated in line withthe requirements of Section 126 of the Public Finance Management Act 2012, and in accordancewith Article 220(2) of the Constitution. The Annual Plan contains the strategic prioritydevelopment programmes/projects that shall be implemented during the financial year2018/2019.This Plan has taken into account development strategic priorities/programmes as stipulated in theCounty Integrated Development Programme (CIDP) 2018 - 2022 and other national plans. TheADP describes how the County Government is responding to changes in the financial andeconomic environment towards the programmes to be delivered with details for each programmeincluding the strategic priorities to which the programme will contribute to; the services or goodsto be provided; the measurable indicators of performance where feasible; and the budgetallocated to the programme.The Annual Development Plan has been developed through a consultative process ranging fromCIDP and Budget public participation, county departments inputs where they identified keypriorities/programmes to be implemented and their performance standards.The implementation of this plan require determined effort from all stakeholders both from withinand outside to bring on mainstreamed networks and coordination of wider public privatepartnership and other development partners for the benefit of the citizens. Achievement of the setobjectives calls for greater transparency, effectiveness and efficiency in public financialmanagement in order to ensure fiscal discipline.
