...The Kenya AIDS Strategic Framework (2014 2019), identifies adolescents and young people (AYP) as a priority population for the HIV response. Since AYP were identified as a priority populations, the country has continued to invest in policies and programmes that address the gaps identified in this population. Despite the investments, AYP are yet to demonstrate the benefits drawn from improved services. The African Union has recognized the harnessing of the demographic dividend as an opportunity for African countries to address its development challenges and this has been anchored on Kenya Vision 2030. Harnessing the potential of AYP for the demographic dividend is essential. Developing programmes that identify and develop the potential of AYP is a key factor in achieving the development milestones in a country. The Mombasa County Integrated Development Plan (2018 2022) prioritizes the need to empower AYP through development of skills and talents.
