The 2017/2018FY County Annual Development Plan (ADP) was formulated in the model of thecurrent Medium Term Expenditure Framework (MTEF). The Plan was prepared in line with therequirements of Section 126 of the Public Finance Management Act 2012, and in accordance withArticle 220(2) of the Constitution. The Annual Plan contains the priority developmentprogrammes/projects that shall be implemented during the financial year 2017/2018.The preparation of the Annual Plan made reference to key County Policy documents particularlythe County Integrated Development Plan (2013 2017) and the medium term County FiscalStrategy Paper 2016. Therefore the preparation of this document was a culmination ofcollaborative efforts that involved critical stakeholders.The Annual Development Plan is expected to provide the basis for preparation of the county budgetand implementation of projects and programmes so as to enable informed evidence-based decisionmaking at the County. It is also expected that successful implementation of theprojects/programmes, contained in this Annual Plan will contribute to better delivery of Countyservices as well as accelerated economic growth.The County Treasury projects that a proportion of the County budget shall be financed throughCounty internal resources. As a result, funding by development partners has been factored onlywhere commitment by the donor agency has been done.
