Description | The County Fiscal Strategy Paper (CFSP), 2019 whose theme is Actualizing Nyandarua CountySocio-Economic Transformative Agenda highlights policy priorities for the County Governmentwhich will be implemented in 2019/20 FY and over the medium term. This priorities are anchoredin the County Integrated Development Plan (2018-2022), and its Annual Development for2019/20. The envisaged priorities are equally cognisant of the National Development Blueprint forthe period 2018-2022, of the Big 4 Agenda on food security, Affordable Housing, Manufacturingand universal health care. The priorities are also in line with the current County administrationtransformative agenda through six pillars aimed at setting tone and creating sound enablers towardsthe Countys development and prosperity in the long run. These pillars include: Good governance;Social sector development; Infrastructure development; Financial and trade services; Agriculturedevelopment; and Industrialization.In preparation of the Fiscal outlook and strategy, The County is dependent on the economicperformance of the globe and Kenya and is therefore hooked on the formulation andimplementation of practical strategies and policies on the basis of the global and Countryseconomic performance. Kenyas economy continues to be robust and elastic, basically as a resultof effective structural reforms and reliable economic policies. On the same note, NyandaruaCounty is operating on a generally stable macroeconomic environment appropriate for attainingthe stated policy priorities and better service delivery. Thus, it is prudent to have a strong economicunderpin and fiscal discipline to aid in the creation and proper utilization of resources. The CFSPoutlines the Medium-Term Fiscal Framework, which offers mechanisms for entrenchingsustainable growth and development for efficient service delivery in Nyandarua County. This callsfor openness, transparency, accountability, responsiveness, and abiding by the rule of law tofacilitate fiscal discipline and maintain macroeconomic stability.The main sources of County revenue in the medium term will be equitable share from NationalGovernment, local revenue collections and donor funding. In the 2019/20 FY and the mediumterm, the County Government proposes a series of measures to increase revenue and balance itsfiscal spending. The County will thus focus on strengthening the potential it is endowed with tostimulate economic growth and development. The County Governments fiscal policies in 2019/20will focus on re-orientation of expenditure from recurrent to development. This paper therefore puts into perspective how the County anticipates to expend its scarce resourcesin the 2019/20 FY and the medium term. |
