Our attention has been drawn to reportsappearing in some sections of the media, and attributed to the Office of theController of Budget, regarding absorption of the County Budget for theFinancial Year 2018-2019.We wish to correct this gross misrepresentation of facts by stating as follows:1. The 2018/19 FY Budget came to a closure on 30th June, 2019;2. While the payment process is still ongoing, absorption of developmentfunds in 2018/19 FY currently stands at 54.8% which when aggregated withthe recurrent yields an overall weighted average rate of above 75%;3. Disbursement schedule of funds by the National Government resultedin the County receiving Kshs. 1.3 Billion on 5th July, 2019 accounting for17% of the total budget and 26.4% of the equitable share. Closure of theIFMIS system on 28 June, 2019, and its constant interruption prior to and 2during the end months of the year, interfered with the process of initiatingpayments for eligible payees;4. Late and erratic patterns in release of National Government EquitableShare disbursements including those from donors (especially in Agricultureand Health Sectors) has curtailed absorption;
