This County Budget Review and Outlook Paper (CBROP) present the fiscal outcomefor the 2016/17financial year and how this affects the financial objectives set out inthe 2017County Fiscal Strategy Paper (CFSP). The updated macroeconomic outlooktherein also provides us with a basis to revise the 2017/18 Budget in the context ofthe Supplementary Estimates, as well as set out the broad fiscal parameters for the2018/19 budget.Despite brief challenges in the 1st quarter of financial Year 2016/17, the countygovernment closed the year satisfactorily despite the revenue shortfall andsignificant expenditure reprioritization.The 2016/17 fiscal outcome has had implications on the base on which the fiscalprojections for the Financial Year 2017/18were based on. This in turn informs thebudget framework for the financial year 2018/19. While at the both levels ofgovernment them across economic environment has been significantly unstable due tothe just concluded general elections, at the county level, the fiscal outcome forFY2016/17 and the first two months of financial year 2017/18call for a review of the2017/18 budget estimates and forms the basis of the sector ceiling provided in thispolicy document for the financial year 2018/19. However, these ceilings have beenunderpinned by the countys desire in maintaining the medium termmacroeconomic framework that seeks to increase youth employment, reducepoverty and enhance land productivity as outlined in the county integrateddevelopment plan - CIDP.This CBROP outlines the policies that the county government seeks to implement inorder for it to live up its mandate given the prevailing macroeconomiccircumstances and in conformity with the fiscal responsibility principles outlined inthe PFM Act 2012 and the Countys development Strategic objectives as contained inthe county development plans.The sector strategies include;- prudent management of the countys financial resources in line with the PFMAct 2012, establishing a county public service that can deliver efficiently, developing appropriate social economic policies that can spur growth anddevelopment, creating a conducive investment environment, providing accessible and affordable social services andCounty Government of Trans Nzoia 3 providing efficient and affordable transport and communication services.Other strategies include:- promoting youth, women and the marginalized members of our community, increasing land productivity to ensure increased farm incomes and foodsecurity, promoting sustainable exploitation of the countys natural resource base and ensuring security of land tenure as well as providing adequate land forinfrastructure and development of public institution.The fiscal framework presented in this 2017CBROP provides a strong basis forbuilding our common future under the new constitution dispensation. This CBROPmust be anchored to great fiscal discipline, transparency and public participation ifit can be able to achieve the aspirations of the people of Trans Nzoia County.Thesepolicy strategies will be firmed in the next County Fiscal Strategy Paper (CFSP)to bereleased by February 2018.
